The Home Builders Federation announces forthcoming changes to leadership

  • Neil Jefferson to step up to become Chief Executive of HBF
  • Stewart Baseley moves to role as HBF Chairman

Neil Jefferson, who has been Managing Director of the Home Builders Federation (HBF) since early 2020, will take up the position of HBF's Chief Executive with effect from 1 July 2024.

At the same time, Stewart Baseley, who has been HBF Executive Chairman since 2006, will step back from executive duties to become Chairman of the home building industry trade body.

The changes will provide continuity at a senior level for HBF as it looks to begin its relationship with a new Government and address the many challenges and barriers to delivery that the industry currently faces.

The move is part of a long-planned succession process that included the promotion of David O’Leary and Steve Turner to Executive Directors last year.

Speaking today, Stewart Baseley said: “I am delighted that the Board has promoted Neil to be the new Chief Executive of HBF. I firmly believe he is the right person to lead the organisation for many years to come, and that now is the best time to make the transition such that HBF can best serve its members. I have been very impressed by how Neil has helped HBF navigate the many complicated issues we have faced since he joined just over four years ago, and I look forward to working with him and the team to ensure HBF continues to represent the industry effectively.”

Neil Jefferson joined HBF in January 2020 from NHBC, where he had worked for over 20 years and had risen to the position of Chief Operating Officer. Speaking today he said: “Being promoted to Chief Executive of the Home Builders Federation at such a key time for the industry presents an incredible opportunity”.

“I am hugely grateful for the support I have received from my colleagues, the Board and the wider industry since joining HBF. I am looking forward to the challenges ahead as we look to navigate the many complex issues we face and support HBF members to deliver the homes the country needs.”

  • Neil joined HBF as Managing Director of HBF in January 2020.
  • Prior to joining HBF, Neil was Chief Operating Officer of warranty provider NHBC, where he had held various leadership roles over more than 20 years.
  • He is also a non-executive director of Future Homes Hub, which HBF helped found in 2021.
  • Between 2008 and 2016, he was seconded from NHBC to the Zero Carbon Hub where as Chief Executive he led the organisation providing leadership in the government's vision for zero carbon homes.
