Copy of the HBF response to the Government Green Paper: Planning; delivering a fundamentaL change, DTLR, 2001 The House Builders Federation has responded to the Government`s green paper on reform of the planning system. The Federation has pointed to the need for efficiency, certainty, stability and transparency in any new planning system and has made a number of suggestions as to how the government`s proposals could be amended to meet these objectives.
