Realising Capacity - HBF Manual on Urban Capacity Studies

The HBF has published a Manual `Realising Capacity` that compliments and extends Government Guidance on this subject in `Tapping the Potential`.

The Manual provides a clear framework for HBF and member involvement in capacity studies that can be agreed by both the development industry and local authorities. It has three objectives:

- To ensure sources of urban housing are realistic and can be brought forward

- To provide a practical means of assessing whether urban housing potential is available, viable, economically feasible and deliverable.

- To demonstrate how the Government concept of `constructive engagement` between local authorities and house builders can be achieved.
