Realising Capacity – New HBF Guidance on Urban Capacity Studies for Local Authorities and Third Parties

The HBF has published a Manual Realising Capacity that compliments and extends Government Guidance on this subject in Tapping the Potential.

The Manual provides a clear framework for co-operation between the development industry and local authorities in preparing urban capacity studies. It has three objectives:

 To demonstrate how the Government concept of constructive engagement between local authorities and house builders can be achieved.

 To ensure sources of urban housing are realistic and can be brought forward

 To provide a practical means of assessing whether urban housing potential is available, viable, economically feasible and deliverable.
