Realising Capacity – New HBF Guidance on Urban Capacity Studies for Local Authorities and Third Parties The HBF has published a Manual Realising Capacity that compliments and extends Government Guidance on this subject in Tapping the Potential. The Manual provides a clear framework for co-operation between the development industry and local authorities in preparing urban capacity studies. It has three objectives: To demonstrate how the Government concept of constructive engagement between local authorities and house builders can be achieved. To ensure sources of urban housing are realistic and can be brought forward To provide a practical means of assessing whether urban housing potential is available, viable, economically feasible and deliverable.
