Berkshire Structure Plan EIP Further HBF Submissions August 2003

In response to late information produced by the Berkshire JSPU in the form of a new housing background paper and an updated UCS monitoring report HBF has had to submit a further written statement to the EIP to address new matters raised in those documents. The supplementary statement provides further information to the Panel on points made in previous submissions regarding the JSPU's over-optimistic assumptions about future windfall development and the implications of this on the plan's strategy for housing distribution.

The statement makes the point that windfalls are not coming forward at the rate required to deliver the RPG housing requirement and that, the longer this goes on, the higher future rates must be to make up this early shortfall. All of this adds weight to HBF's argument that the plan must contain some form of housing allocations to act as contingency should windfall rates not deliver and to allow the operation of Plan Monitor Manage.
