HBF has submitted a number of written statements to the EIP into the review Berkshire Structure Plan. The EIP will take place in September 2003. The papers raise concern that the Berkshire JSPU has seriously overestimated the extent to which unidentified windfall development will come forward during the plan period resulting in a flawed housing strategy containing no allocations. Without any allocations to act as contingency should the assumed high rates of windfall development not come forward, Plan Monitor Manage cannot operate and the structure plan will not meet its RPG housing requirement.
