Broadland District Council SPG Affordable Housing - HBF response

HBF has submitted representations on a consultation draft Supplementary Planning Guidance on Affordable Housing, produced by Broadland District Council.

HBF objected to the SPG on two accounts. Firstly, concerned with the timing of the SPG, HBF highlighted the fact that the SPG had been released during the first deposit stage of the plan. As such any information included within the SPG could be subject to alteration and it would be far more effective if the SPG had in fact supplemented a plan which had been formally adopted.

Secondly, objections were raised in regards to the unlawful use of the SPG. After consideration it was apparent that the Council had advocated an increase in the proportion of affordable housing sought from 29-40%. HBF highlighted the fact that such an increase could be detrimental to securing affordable housing provisions as he proposed figure was untested. Reference was also made to the contradictory nature of the paper in regrads to Government legislation, namely PPG 12 - Development Plans.
