Charnwood LDF – issues paper

The HBF has submitted written comments to Charnwood Borough Council in relation to its draft local development framework issues paper.

In relation to the content of the draft LDF itself, the HBF made the following comments:

Page 8 minimising the impacts of development

It is not clear what is meant precisely by the statement re. developers needing to be encouraged to use more environmental forms of development including renewable energy. However, the HBF would point out that the promotion of energy efficiency is basically a building regulations matter, not a planning one. PPG12 advises that planning should not seek to duplicate matters controlled by other legislative regimes.

Page 9 what can the LDF do?

It is stated that the LDF can set standards for well designed, energy efficient housing development. Page 9 affordable housing

The text states that the Loughborough housing market is affected by the high demand for student rented accommodation, which has inflated the price of terraced housing in the town. It is vital in setting its housing requirement the council takes into full account the additional housing needs that are being generated by these higher numbers of students.

It is assumed that the council will formally consult in relation to the particular components of its local development documents scheme and the dates for their individual preparation.
