Colchester external materials SPG

The HBF has submitted representations to Colchester Borough Council in relation to its draft SPG on external materials.

In relation to the content of the draft Supplementary Planning Guidance (SPG) document itself, the HBF made specific comments in relation to the following matters:

Appropriate use of materials it is stated that several manufacturers produce materials that are similar in appearance to those traditionally used in North Essex. These are generally made from natural materials. In order to preserve and reinforce Colchesters local identity the council will normally require these materials to be used on new development in the Borough.

The HBF strongly questions whether policies in the councils new local plan justify such a restrictive approach to the use of construction materials, particularly in the majority of localities that dont possess a strong historic character.

The HBF would also query whether such an approach conforms with government policy which is encouraging the greater use of new off-site construction methods in order to boost sustainability and speed up housing delivery times. The councils proposals will impede this from happening. It would also be likely to significantly increase construction costs, which will feed through into sale prices, thus exacerbating existing affordability problems.

Whilst the HBF fully supports the appropriate use of local materials, this should be done in such a way so as to concentrate efforts on those sites and areas of an important historical/conservation value. It is not appropriate or desirable to mirror such efforts in every other part of the borough.

New development should be of an acceptable design and quality, but it should not be unnecessarily restricted in terms of building materials. It is important that innovative new construction methods are not prevented, particularly where they can deliver significant planning benefits, such as greater energy efficiency.
