Consumer Code for Home Builders - Consultation on Proposed Changes to Code and Guidance

Please see below documents relating to the next stage in the Consumer Code review consultation process, that we would be grateful if you could pass onto the relevant person within your organisation.

As you know, responses to the initial consultation were sought last year. Having considered these, the management board is now seeking views on specific changes to the Code and the Code guidance.

They initially sent this to a very few organisations including HBF last month and we fed back some initial thoughts – some of you sent comments back to inform that. They are now seeking views more widely.

Attached is a version of the revised code and guidance notes with the proposed changes in red; a useful overview document compiled by Mike Freshney detailing the main changes; and the actual consultation document they want completing and returning.

HBF will be making a submission and we are seeking feedback from members on the proposed changes. The closing date for responses to this is 30 April 2016, so please let us have any comments or thoughts you may have by April 20. (Obviously anything you fed back to us at the initial stage of this latest step in the process will be incorporated into our submission.)  The Code Management board are also encouraging companies to respond individually too and please do so should you feel it appropriate.

Following feedback on any proposed revisions, the intention is to complete the final drafting of the Code, with a view to publishing the fourth edition, in Summer 2016. It is anticipated that implementation of the changes will come into force on 1 February 2017 for all home reservations signed on or after this date.
