East Hampshire Local Plan Inquiry Affordable Housing Representations August 2003

HBF has submitted written representations to the East Hampshire Local Plan Inquiry objecting to the plan's policies on affordable housing. HBF considers the policy approach proposed by the Council is contrary to Government guidance contained in Circular 6/98 on affordable housing. This is because the policy seeks affordable housing provision from sites below the site size thresholds stipulated in the Circular without demonstrating exceptional circumstances to justify why this should be the case. The plan also provides insufficient detail on how the policy would be applied in practice and delegates too much detail to be provided in Supplementary Planning Guidance.
