Eastern Regional Centre of Excellence

4 August, 2004

The HBF has submitted comments in relation to the proposed Eastern Regional Centre of Excellence (RCE).

Irrespective of the eventual board structure, the HBF strongly supports a high degree of private sector presence. It considers it vital that the RCE is seen as an enabling and beneficial organisation, rather than one that is viewed as being obstructive, dictatorial, or hostile to the private sector.

RCE must ensure that its agenda is flexible and helpful in terms of advice and solutions, and that it does not promote one-size fits all solutions

In promoting good design and best practice it should listen carefully to the occupiers of dwellings in order to obtain their opinions. It should also listen to developers so it can understand the feasibility of implementing particular technological construction methods on a wide-scale basis.

Sustainability must consider the economic costs of proposals, and their implications on costs (for developers) and affordability (for potential home buyers).
