HBF has submitted representations to Gravesham Borough Council on their Supplementary Planning Guidance (SPG) on affordable housing. This is further to previous representations which seem to have gone unheeded. This in spite of a letter from the Government Office to all local authorities in the region, sent after HBF's original letter, reminding authorities of their responsibilities in so far as producing SPG, and in particular SPG for affordable housing, are concerned. The SPG seeks to materially alter adopted and emerging local plan policies on affordable housing which is contrary to Government guidance in PPG12 and contains elements which are contray to Circular 6/98.
