Comments can of course only be made in response to the changes that the Council intend to make at this stage. It is an attempt to resolve objections whenever possible before the UDP Public Inquiry which is scheduled to commence in January 2003. The submission therefore covered a limited number of issues.

These included dissatisfaction with the overall housing figures and a poor explanation of the rationale behind them. A similarly vague explanation is given on the way the Council intend to implement the Plan, Monitor and Manage system, particularly where the monitoring indicates that sites should be brought forward at a faster rate than is actually being achieved. The Councils acceptance of PPG3 density requirements has also been criticised, as it is clearly a response to the housing conditions of the south east of England. The North of England is far more than adequately provided with high density housing, especially in the former Metropolitan Districts like Bradford, which have many areas where terraced houses built at densities up to 100 to the hectare. The great challenge in the North is to build houses within the inner areas, which will attract middle and upper income group families to them. These are the elements of the mix, which are currently missing in the drive to secure mixed communities, which Councils often regard as important.
