HBF's submission addresses the broad issue of housing supply and possible barriers to achieving the Government’s target of 200,000 zero-carbon quality homes in England by 2016. These barriers might usefully be categorised as external, including those created by regulation and policy, and barriers which are largely internal to the industry (skills, construction methods, finance, etc).
