HBF response to Lambeth UDP review: second deposit draft

The HBF has submitted objections to the London Borough of Lambeth's second deposit draft Unitary Development Plan (UDP).

The HBF's objections related to:

Policy 16 on affordable housing, in particular:

- proposed threshold of 10 units or sites of 0.1 Ha or more

- proposed affordable housing target of 50 percent on developments with public subsidy, with a target of 40 percent on developments with no public subsidy

- requirement for dwellings to remain affordable in perpetuity

- stipulation that any off-site provision should generate an additional affordable housing requirement

Policy 26D and a requirement for developers to make contributions to an existing shortage of community facilities. This is unreasonable and contrary to advice given in circular 01/97

Policy 32A and 32B and a requirement for major developments to incorporate renewable energy production and the usage of sustainable materials. These are matters for building regulations not the planning framework

Policy 45I which places a blanket requirement that all residential developments of 10 units or more should provide children's play facilities, regardless of the type of development or existing play area provision within the vicinty of the development. The issue of long-term maintenance payments is also raised, with regard to the provisions of circular 01/97
