HBF has written to the Government Office for the South East seeking an explanation as to why they sanctioned Maidstone Borough Council's approach to changing its adopted affordable housing policy by allowing it to produce a development plan document prior to a core strategy (which is the proper sequence of events prescribed in PPS12).
