HBF has submitted written evidence to the public local inquiry in to the revised New Forest District Local Plan objecting to the plan's approach to affordable housing. HBF considers that the approach the Council propose to adopt in securing affordable housing provision from new development is contrary to Government guidance on affordable housing set out in Circular 6/98. This is because it seeks to apply a blanket district wide target requirement of 35% of all dwellings having to be affordable and that it seeks this on site sizes which fall below the thresholds set out in the Circular.
