The HBF has submitted representations to Norwich City Council in relation to its draft spg on open space and play provision.
Appendix 4 the HBF strongly questions whether the various cost calculations stand up to detailed scrutiny, both in terms of their specific prices and also their reasonableness to the scale and nature of new developments (particularly for brownfield sites).
