Part E - RSD Update

HBF has now submitted a first colour/bound draft of the RSD document to ODPM for circulation to BRAC Members.

The draft document contains detailed information about the 14 Candidate RSDs that are expected to meet the qualifying 30 tests criterion, based on information submitted by HBF Members. In addition, 3 other CRSDs are identified as possibles for inclusion, depending on site completion dates, etc. Three CRSDs have been omitted from the draft on the basis that they do not meet the agreed airborne sound resistance criteria.

Test data and other information contained in the draft RSD document is subject to final audit and Steering Group approval and has not therefore been circulated other than to BRAC and Steering Group members.

Depending on the outcome of BRAC discussions on the subject, it is now likely that public consultation on HBFs RSD proposals will be carried out during the autumn, allowing The Minister to act to remove the prospect of mandatory post-construction sound testing before the January commencement date, if he is minded to do so.

In parallel, HBF has met with ODPM representatives to discuss the future role of RSDs in Building Regulations, in order that new forms of construction can be included and to ensure that the RSD document remains current and live. The discussions are still at an early stage, however it would appear that all relevant industry issues are being addressed as these proposals are being developed. In particular, it is likely that a RSD Management Board will be convened, with delegated powers given by ODPM to approve and manage the development of RSDs into the future.

Lastly, with the prospect of another review of Part L (thermal insulation) to commence this summer, HBF is pressing the case for more industry involvement in the development of technical solutions to regulatory issues.
