Part L (and F) consultations

21 July, 2004

ODPM has published two consultation documents: one on amending part L (energy conservation) and implementing the energy performance of buildings directive; the other on amending the guidance that supports part F (ventilation).

ODPM believes that improving the energy efficiency of buildings is the key to success in achieving the carbon emission reduction targets in the energy white paper, as well as contributing to more sustainable communities.

It wants prospective purchasers and tenants to be more aware of energy performance whenever buildings are constructed, sold or rented out.

Making buildings more air-tight under part L requires sufficient controlled ventilation as covered by part F.

The consultation period for both sets of proposals closes on 22 October 2004. It is anticipated that the amendments will come into effect by the end of 2005.

The full text of the written statement is found in Hansard.

ODPM has issued a press release which summarises the proposals. The consultation documents are also available on its website.

ian.hornby@hbf.co.uk (Ian Hornby) is setting up an HBF group to consider the proposals and respond to the consultations.
