The document brings a Wales spatial plan one step closer - but is still a long way from what the industry seeks.
The HBF points out the huge impact housing has on quality of life and on the economy, stressing the important role housing must play if the plan is to deliver the Welsh Assembly's economic ambitions.
The HBF wil keep members fully informed of forthcoming opportunities to be involved in the process.
