Proposed changes to PPG3 reflect the government’s recognition that private housebuilders are central to its key objective to build more homes. Whilst the degree of local authority prescription on the provision of market housing has been modified, some concerns remain, particularly the uncertainty about the preparation of housing market assessments and the general downwards move in reducing thresholds for affordable housing.
