Rural housing high up on the Welsh Assembly's agenda

Current planning policy on affordable housing is seen as failing rural communities who are suffering from both low wages and pressure from outsiders who seek to live in these attractive areas. A report prepared by the national Assembly for Wales environment, planning and countryside committee suggests that greater flexibility is needed to develop policies that respond to the local housing market. The committee also recommends that where there is acute pressure on the housing market, new build housing should favour local people.

The question the HBF needs to address is how these possible changes might affect members so that it can direct resources to deal with the issue accordingly. This paper sets out the background to the report, lists all recommendations and provides an indication of what is likely to happen next.
