Late in the local plan inquiry process Shepway District Council proposed pre-inquiry changes to its local plan policy HO6 on affordable housing. The changes, seeking to lower the site size threshold over which a proportion of affordable housing would be sought and increasing the percentage sought, are contrary to Government policy set out in Circular 6/98. The attached written representation to the local plan inquiry sets out HBF's argument why this is considered to be the case.
