The HBF has submitted comments to South Cambridgeshire District Council concerning the future content of it's LDF, the points mentioned refererred to: - Draft RPG14 - Affordable Housing - Housing Mix - Strategic Planning Obligations
In relation to the content of the Draft LDF itself, the HBF has the following brief comments to make:
Draft RPG14:
Reference will need to be had to Draft RPG14, which will provide the regional planning guidance context for the LDF.
Affordable Housing:
Any requirements will need to be based upon up to date Housing Needs Surveys and take full account of the economics of provision (including other planning gains being sought).
Housing Mix:
PPG3 encourages the provision of a proper mix of housing. Therefore, the Council should not seek to be overly prescriptive or inflexible in relation to different types of housing. These will need to change over the course of a plan period anyway.
Energy Efficiency
This is a matter covered by building regulations.
Strategic Planning Obligations:
Funding has to take into full consideration likely development costs and all other planning gain requirements.
