HBF submitted a written paper for discussion at the June 2003 South Derbyshire Local Plan Inquiry - Round Table sessions on the matters of housing supply and affordable housing.
It is HBF's view that the Council is over-optimistic regarding various sources of future housing supply such that, if further land is not available for housing in the plan, the plan will not meet its strategic housing requirement. A flexibility allowance was also proposed. In respect of affordable housing provision the HBF considered the Council's requirement to be too onerous and not sufficiently backed up by evidence of affordable housing need.
