South West Regional Planning Guidance (RPG10) Annual Monitoring Report 2003

South West Regional Assembly published in March 2004 its second Annual Monitoring Report of RPG10. The purpose of the report is to present evidence on what actions have been taken to implement RPG10. The report entitled "Monitoring Report 2003 Regional Planning Guidance RPG10 is available on the SWRA website at www.southwest-ra.gov.uk.

The main findings in respect of housing were:

From 1996/97 to 2002/03 approximately 135,361 net additional dwellings were provided. This equates to an average annual provision of approximately 19,300 new dwellings. The RPG10 target for the Plan period of 1996 to 2016 is for the provision of 20,200 additional dwellings. The overall increase in the housing stock has been on average some 4.3% lower than that planned, a shortfall of approximately 6,000 units to date.

To date Dorset and Somerset have exceeded their planned allocations whilst totals in the remaining Structure Plan areas have fallen somewhat below expectations.

Just over 28,000 new social housing units were built over the six year period from 1996/97 an annual average of 4,670. This is well below the RPG10 guideline to between 6,000 and 10,000 new affordable dwellings per annum although this figure did include re-lets.During the period, the annual figure fell from 5,210 affordable dwellings in 1996/97 to only 3,270 in 2001/02 and 3,410 in 2002/03.
