HBF has submitted representations to St Albans City and District Council concerning its Draft Supplementary Planning Guidance on Affordable Housing.
HBFs primary concern in relation to the content of the SPG was that the guidance over emphasises the role and importance of RSL's (Registered Social Landlords), thus restricting the types of alternative affordable housing provision possible.
