HBF has submitted objections to changes proposed to the deposit draft Surrey Structure Plan. These objections relate to updated work published on urban capacity assessments for the County and the fact that the County Council is taking an over-optimistic view of future windfall development. This over-optimistic view obviously has implications for the overall housing provision and housing distribution strategies advocated in the plan. It is HBF's view that further housing allocations will need to be made to provide the necessary certainty of future housing supply and to allow the proper operation of Plan Monitor Manage at local plan level.
