HBF continues to work closely with third parties in order to present a united voice on key planning issues such as the Planning Bill. Organisations such as the Town and Country Planning Association (TCPA), the Royal Town Planning Institute (RTPI), the British Property Federation (BPF) and the Confederation of British Industries (CBI) continue to work with the Federation on a number of issues in order to add weight to the arguments put to government by the property and planning sector.

HBF is a stakeholder consultee in a number of government research projects both associated with planning reform such as the practicalities of increased community involvement and those of a wider nature associated with the current planning system such as the recently published Making Plans, a good practice guide in plan preparation and management of the development plan process for local authorities.

The imminent review of two government circulars of critical impact on the industry remains a key priority for the coming year. Circular 1/97: Planning Obligations and Circular 6/98 regarding affordable housing will be key considerations in the negotiations with the Office of the Deputy Prime Minister (ODPM) regarding the delivery of new dwellings in England.
