Local authorities are being advised to carry out a risk analysis on high court challenges under SEA Directive if they proceed with UDPs. Caerphilly, Cardiff, Conwy, Merthyr Tydfil, Rhondda Cynon Taff and Torfaen have decided to move to the proposed LDP system.
