HBF submitted a written paper for discussion at the June 2003 Uttlesford Local Plan Inquiry - Round Table session on the matter of housing supply. It is HBF's view that the Council is over-optimistic regarding various sources of future housing supply such that, if further land is not available for housing in the plan, the plan will not meet its strategic housing requirement. A flexibility allowance was also proposed, particularly given the importance development pressures from Stansted Airport which is located within the District.
