17 November 2003 HBF has objected to draft SPG - Restricting the Housing Supply.
HBF's objections focus on the fact that the Council is seeking to misuse SPG as a way of materially altering adopted plan policy which is contrary to Government planning policy guidance contained in PPG12.
Too much reliance is placed on the liklihood of local plan commitments being developed within the Plan period, and the proposed SPG is contrary to PPG3, in that a complete embargo on development, including brwonfield windfalls when less "sustainable" commitments remain undeveloed is not within the spirit of PPG3.
