Water Act 2003 - competition for laying water mains - OFWAT guidance

On 14 May 2004 OFWAT will be issuing the guidance to the amendments to the Water Industry Act 1991 as set out in the Water Act 2003 for Self-Lay for Water Mains.

The minister has signed the commencement order and these new provisions will come into effect from 28 May 2004.

So, from 28 May developers can use other organisations to lay water mains, and water companies are committed to paying an asset payment to developers/self-lay organisations as detailed in the Act.

This is a major change, which is advantageous to our members. It is the result of over two years of involvement with OFWAT in breaking down the barriers to competition. Particular mention is due to Ian Wilkinson and Ian Hardman who have represented the HBF over this period on the steering group.
