HBF has submitted representations to Waveney District Council in relation to its draft implementation notes relating to affordable housing and open space. These are extremely onerous upon developers and are tied to policies other than those contained in its own Adopted Local Plan (1996).
HBFs primary concern is the premature timing of thse notes. The documents are not classified as SPG and relate to policies in the council's Revised Deposit Draft Plan.
As such, the HBF does not believe that it is appropriate for the council to produce guidance to supplement a plan that itself has not yet been properly scrutinised or formally adopted.
