HBF representations on draft SPG produced by West Berkshire District Council on Planning Obligations and Infrastructure Requirements. HBF objects to many aspects of the draft SPG in that they go further than allowed under Government guidance set ut in Circular 1/97 (Planning Obligations). Much of what is proposed, particularly for small development sites, is little more than an arbitrary, unwarranted and inadequately justified tax on development.
