HBF has submitted representations on a consultation draft Supplementary Planning Guidance produced by West Sussex County Council on a methodology for calculating financial contributions towards transport and infrastructure provision which will be required from new development.
HBF objects to the proposed methodology as it is little more than an unwarranted and arbitrary tax on development. It is contrary to Government policy on Planning Obligations set out in Circular 1/97 in that it seeks to apply a blanket financial requirement to all development irrespective of the precise transport needs arising out of that development.
