With reference to Housing, pages 48 to 69 provide a mass of data at District level on housing stock, house prices, completion rates, vacancy rates, affordable housing and demolition rates.

The text suggests that there has been an over provision with completions in the monitoring period 2002/03 being around 16,000 units. Sheffield appears to be the main over-supplier whilst Kirklees is shown to be the main under-supplier.

Whilst the 16,000 unit rate is above the RPG annual rate of 14,765, there has been an increase in annual demolitions to arround 3,800 (table 6.16). Not all these demolitions are vacant stock and it would be reasonable to suggest that between 1,000 and 2,000 units per annum were occupied prior to demolition and should be added to the housing numbers.
