The HBF responded to the ODPM consultation on a new regime for planning obligations by welcoming the proposed policy changes to the existing system. However, the proposed introduction of an optional planning charge remains controversial pending further details regarding how the charge will be set, what it will cover and how it will be able to take into account varying land values on a site by site basis.
